The click identifier from the ad is carried through the application form and written onto the student record in HubSpot, Zoho or Salesforce. When that applicant registers, the enrollment is sent back to Google Ads as a conversion, so the campaign optimizes toward filled seats rather than inquiry volume.
Cost per enrollment is calculated by following each inquiry through to a registration in the CRM rather than stopping at the form. Inquiry volume is the number most institutions report on and the number least connected to a filled seat, which is why the two can move in opposite directions.
Usually the campaigns are optimizing toward the wrong signal. If the platform is told that an inquiry is the goal, it finds people who inquire, and a large share of those were never going to enroll. Sending the registration back as the conversion changes what the platform looks for.
By reporting against the intake rather than the calendar month, and by connecting spend to registrations rather than inquiries. Applications arriving early in an intake cycle convert differently from those arriving close to the start date, and a quarterly average hides that difference until the seat is already gone.
